I’m willing to bet that a HCl / H2O2 combination will dissolve paper fairly well. If you’re worried about it you could use a bit of water on a cloth to gently scrub away the paper — but I’d just give it a try, toner and copper clad is cheap. Won’t dissolve paper too much.
